In assisting distressed governments return to fiscal
solvency, you cannot cut your way to that solvency. Although, some view cuts to the
bare bone as preferable to increasing taxes, citizens expect, and rightfully
so, that the taxes they are already paying should provide them with the safe, clean
streets and quality-of-life services that attracted them to live in that community in the
first place.
Joseph C. Vignola has been an active participant in the civic affairs of the Greater
Philadelphia area for nearly four decades. He holds a degree in Economics from the Wharton
School, a degree in History from the College of Arts and Science, of the University of
Pennsylvania and a Law Degree from Temple University School of Law and is admitted to the
Bars of the Supreme Courts of Pennsylvania and New Jersey, as well as Federal Courts. He
also holds a certificate in State and Local Government from Harvard Universitys John
F. Kennedy School of Government.
Prior to joining the Colmen Group, Mr. Vignola was Senior Vice President and Group Manager
(Public Finance) for Janney Montgomery Scott, LLC. In that position, he was responsible
for Janneys public finance department from New England to Florida overseeing a
department that participated in more than four billion dollars of tax exempt issuances
since January 2006. Prior to joining Janney, in April 1995 he was appointed Chief
Executive Officer and Executive Director of the Pennsylvania Intergovernmental Cooperation
Authority (PICA) whose legislatively mandated task is to oversee the finances of the City
of Philadelphia. Previous to his PICA appointment, Vignola served as a Philadelphia City
Councilman representing the First Councilmanic District, a two term elected Controller of
the City and County of Philadelphia and School District Auditor, and Chair of the Board of
Commissioners for the City and County of Philadelphia.
Mr. Vignola was chair of Governor Edward G. Rendells Task Force on Pittsburghs
Fiscal Stability and was its Financial Overseer. At the request of Governor Edward G.
Rendell of Pennsylvania, he is serving as the Borough of Norristowns Fiscal
Overseer. He currently serves or has served on a number of boards including Criminal
Justice Coordinating Commission, Historic Philadelphia, Inc. (Chair-Emeritus), Diagnostic
& Rehabilitation Center (Chair), DRC/Gaudenzia Advisory Board (Chair), Legislative
Liaison Committee of the Philadelphia Bar Association (Co-Chair-Emeritus), Philadelphia
Bar Association Law PAC (Chair), Historic East Market Street Inc., and the Dubai/American
Society, Inc. Other activities include membership in the Justinian Society, Pennsylvania
Society, The Lawyers Club of Philadelphia and the Union League of Philadelphia. He
has been an instructor at the University of Pennsylvania, Temple University and a tenured
faculty member of the Comey Institute of Saint Josephs University.
Mr. Vignola has received numerous community service awards ranging from the Veterans of
Foreign Wars to the Public Relations Society of America. He was the recipient of the 1987
Order of the Owl Award from the Temple University Alumni Association for his contributions
to government and the City of Philadelphia and was the 1994 Alumnus of the year from Saint
Josephs Preparatory School and is a member of its Board of Trustees. He is also a
Fellow of the Philadelphia College of Physicians as well as a member of the Board of
Trustees.
